Land Use

Zoning – Policy/Legislation:
With the Form Based Codes Pilot Project, the King County Department of Development and Environmental Services (DDES) has come to our community to find out from the people who live here what kind of rules we want to guide new development here. This project really began when CARE’s president and the FCUAC president gave the DDES director a tour in 2005 and explained the needs and suggestions the community had to offer. An informal volunteer task force started meeting with staff in 2008, and on February 10, 2009, DDES presented the first community workshop to get input directly from the residents. Next step is for staff to present a draft set of new rules for the community to review, consider and offer edits in May 2009. Subdivisions:
We have participated on many applications for subdivision permits under both the King County and Renton jurisdictions. We are primarily interested in ensuring coordinated and responsible development of the community consistent with state and local laws and regulations. We bring historical experience and familiarity with the existing conditions of our community as well as the detailed understanding of the probable negative impacts that must be adequately mitigated. We provide documentation and evidence of the existing circumstances and context in which this project site is located. Our intent is to facilitate the appropriately thorough consideration of the facts that bear on each proposed project.

Heritage Subdivision at 172nd Ave SE and SE 140th St (2008)

  • Collected community’s concerns and argued for necessary improvements

  • Appealed the SEPA Mitigated Determination of Non-Significance.

  • Developer will install highest standard of stormwater drainage facilities that King County can require and will improve 10 downstream drainage facilities – most on private properties.

Liberty Gardens Subdivision on 162nd Ave SE (2007-2009)

  • Collecting community’s concerns and preparing arguments for necessary improvements

  • Prepare petition for right to be official Intervenor before Hearing Examiner

  • Will request major drainage improvements

  • Opposed proposed extension of 162nd Ave SE and its new intersection with SE 144th St which included 3 major and 3 minor violations of the King County Roads Standards

  • Won right to be official Intervenor before Hearing Examiner

  • Appealed the SEPA Determination of Non-Significance. Project site was annexed before permit was issued. City of Renton agreed with our appeal and rescinded the King County SEPA Determination of Non-Significance.

  • Presented community’s concerns and argued for necessary improvements

  • Developer has withdrawn proposal for new intersection at 162th Ave SE and SE 144th St. This proposal violated 3 major and 3 minor King County Road Standards and would have been very dangerous.

  • Won highest standard of stormwater drainage facilities even though developer appealed.

Cavalla Subdivision on 162nd Ave SE (2007 – Present)

  • Collecting community’s concerns and preparing arguments for necessary improvements

  • Prepare presentation for when we testify before Hearing Examiner

  • Won major drainage, landscaping and transportation improvements. Lost in our efforts to opposethe request to use TDRs for nearly 50% bonus density.

Threadgill Subdivision on 162nd Ave SE (2007-2008)

  • Won right to be official Intervenor before Hearing Examiner

  • Collected community’s concerns and argued for necessary improvements

  • Won improved walkways for Briarwood Elementary School students

  • Won major improvements to the stormwater drainage facilities including forbidding any drainage directed across neighbors properties east of the site as well as increased drainage standards

Nichols Place Subdivision on 160th Ave SE (2003-2004)

  • Won right to be official Intervenor before Hearing Examiner

  • Collected community’s concerns and argued for necessary improvements

  • Stopped the Rezone to R-6

  • Won better stormwater drainage facilities than developer proposed

Liberty Grove & Liberty Grove Contiguous Subdivisions on 160th Ave SE (2003-2004)

  • Won right to be official Intervenor before Hearing Examiner

  • Collected community’s concerns and argued for necessary improvements

  • Stopped the Rezone to R-6

  • Won highest standard of stormwater drainage facilities that King County can require as well as downstream drainage improvements

Evendell Subdivision on 160th Ave SE (2001-2004)

  • Won right to be official Intervenor before Hearing Examiner

  • Collected community’s concerns and argued for necessary improvements

  • Stopped the Rezone to R-6

  • Won turn lane on SE 136th @ 156th Ave SE

  • Won best stormwater drainage facilities than developer proposed
